Florida Tobacco Prevention Program
Florida has a long-standing history in tobacco prevention efforts. The Department has used federal funds to implement tobacco-related activities since 1989. The Department began a Centers for Disease Control and Prevention (CDC) funded program in 1992. In 1998, tobacco prevention activities were increased following Florida's successful lawsuit against the tobacco industry when a "Settlement Agreement" was reached. The Settlement Agreement created the Tobacco Pilot Program which gave birth to SWAT, Students Working Against Tobacco. Many other states emulated the Pilot Program's youth empowerment model for prevention and the American Legacy Foundation adopted its marketing campaign for national use.
In 2003, the Department consolidated the CDC-funded program, which had until 2003 focused primarily on adults with the youth program and the Clean Indoor Air Act program, to become a comprehensive tobacco prevention program. The merging of these distinct tobacco programs into one has proven to be a positive shift.
